Russia's Car Recycling Fee from January 1, 2027: How Much It Rises and Whether to Rush to Buy

From January 1, 2027, Russia's vehicle recycling fee (utilsbor) on passenger cars goes up again: the coefficients rise by about 10%. This is not last week's news but the next step of a schedule the government approved back in November 2025. Below we put it into numbers: how much it is in rubles, who is not affected, what the Ministry of Industry and Trade proposed on October 22, and whether you need to rush to buy.

What the recycling fee is and how it is calculated

The recycling fee is a payment for every car imported into Russia or built there. The importer or the factory pays it; if you import a car for personal use, you pay it yourself.

The formula is simple: base rate of RUB 20,000 × coefficient. The coefficient depends on engine size, power and the car's age (new or older than three years). The coefficients for every year up to 2030 are set in Government Decree No. 1713 of November 1, 2025. From January 1, 2027, the passenger-car coefficients rise by about 10% on average.

How much in rubles: 2026 vs 2027

The most common case is a 1–2 litre engine, which covers most crossovers with a 1.5-litre turbo. Below are the commercial rates (paid by importers and factories) from the Decree No. 1713 table.

1–2 L engine, power2026From Jan 1, 2027
New, up to 160 hp (up to 117.68 kW)40.04 × 20,000 = RUB 800,80044.04 × 20,000 = RUB 880,800
New, 160–190 hp (117.69–139.75 kW)45 × 20,000 = RUB 900,00049.5 × 20,000 = RUB 990,000
New, 220–250 hp (161.82–183.88 kW)50.52 × 20,000 = RUB 1,010,40055.57 × 20,000 = RUB 1,111,400
Older than 3 years, up to 160 hp70.44 × 20,000 = RUB 1,408,80077.48 × 20,000 = RUB 1,549,600

For a typical new crossover under 160 hp the difference is RUB 80,000; for a 2.0-litre engine with 220–250 hp it is about RUB 100,000. Other power and displacement bands are in the decree table.

Keep in mind: this is a fee, not a ready-made price increase. How much of it reaches the buyer is up to the manufacturer and the dealer.

Who is not affected

  • Importing a car for personal use (up to 160 hp, engine up to 3 litres) — a reduced rate of RUB 3,400 for a new car and RUB 5,200 for a car older than three years. It does not change in January. Above 160 hp the full commercial rate applies.
  • Cars already imported and registered to owners. Their fee has already been paid; the new rates do not apply to them.

Nobody can say for sure what will happen to used-car prices. Automotive expert Vyacheslav Subbotin expects demand to fall and the market to recover no earlier than summer 2027. That is an opinion, not a forecast with numbers.

A payment deferral for factories

On October 22, 2026, the Ministry of Industry and Trade proposed deferring payments for the largest Russian manufacturers: the fee for Q4 2026 and Q1–Q3 2027 would be moved to December 2027. The government granted a similar deferral in February 2026.

This is neither a cancellation nor a rate cut, only a later payment date. And for now it is a proposal, not a decision. The deferral helps factories with working capital, but it does not promise cheaper cars.

If you are buying now

For cars already in dealer stock, the fee was paid earlier. But dealers set their own prices, so compare offers rather than waiting for old stock to get cheaper on its own. Don't take "last cars at the old price" on trust: the price must be in the contract and any prepayment must be refundable.

If new cars get more expensive, used ones will get more attention. Then check the basics: model year, engine, gearbox, timing-belt replacement records. The year matters: the Geely Coolray has different engines before and after 2023.

Three things to do before January

  1. Set your budget and compare prices at three dealers. The price tag and the contract price are different things.
  2. Put everything in the contract: price, trim level and prepayment refund terms.
  3. Don't buy because of a deadline. If you weren't planning to change your car now, the hype is not a reason.

The 2027 schedule is already approved; the factory deferral is still only a proposal. If anything changes, we will update this article.
